Il Presidente del Consiglio Provinciale Vola In Europa per rappresentare l'Italia nel Congresso dei Poteri Locali e Regionali del Consiglio D'Europa
LA PRIMA VOLTA DI EROI A STRASBURGO
STRASBURGO – Fa il suo esordio in Consiglio d'Europa il Presidente del Consiglio Provinciale Antonio Eroi in qualità di rappresentante per l'Italia nel Congresso dei Poteri Locali e Regionali d'Europa. E lo fa non sottraendosi dall'intervenire con viva emozione e con un pizzico di orgoglio avvertendo tutto il peso della responsabilità di rappresentare l'Italia non solo come Nazione bensì come Comunità Locali, le stesse composte da tantissimi cittadini italiani ed europei di qualsiasi razza, sesso o religione. Interviene il Presidente Eroi a sostegno della risoluzione di una sua omologa collega svedese che chiede l'inserimento di apposite previsioni normative che prevedano di estendere in automatico l'obbligo da parte dei Governi Centrali di interpellare gli Enti Territoriali nelle decisione di maggiore interesse per le comunità locali. E la sua prima partecipazione a Strasburgo coincide con la Settimana delle Democrazie Locali. "Abbiamo il dovere di rappresentare in modo degno e qualificato i cittadini proprio quando i valori della politica sono in crisi e sono messi in forte discussione – dichiara Antonio Eroi ai microfoni di Media Box, servizio di comunicazione del Consiglio d'Europa – dobbiamo ristabilire un rapporto diretto ed è per questo che ho deciso di intervenire a difesa delle comunità locali. Ho inteso fornire una semplice fotografia di quanto sta accadendo in Italia nel cui Governo del Paese si ricorre sempre più spesso alla decretazione d'urgenza, privando anche il Parlamento del proprio naturale ruolo,  e lo si fa addirittura per cambiare l'architettura costituzionale dello Stato, per eliminare le Provincie, molti Comuni e per ridurre i poteri delle Regioni. E si procede così per decreto a commissariare la democrazia spinti dall'esigenza di fare fronte ad una crisi economica che stanno pagando soprattutto i cittadini europei nonostante non sia una crisi nata in Europa ma che bensì nasce nelle banche americane. Questo è un peso che non possiamo più sopportare  perché è un "peso per la democrazia"  e non è solo un peso economico. Quindi ritengo che risoluzioni che vadano nella direzione di risolvere questo stato di cose vadano sostenute. Quanto alla Settimana Europea delle Democrazie Locali, anche a Reggio Calabria ce ne siamo occupati come Provincia, sulla base di quanto fortemente voluto dal Presidente Raffa, prestando particolare attenzione alle fasce deboli della popolazione quali anziani e donne e, soprattutto, a quanti non hanno ancora o hanno perso il proprio diritto di voto bambini, immigrati e detenuti. In particolare, prendendo spunto dal successo del film dei fratelli Taviani Cesare Deve Morire che con estremo realismo mette in evidenza il problema del sovraffollamento delle carceri in Italia nonché la sfida mancata della rieducazione e del reinserimento sociale degli ex detenuti, abbiamo pensato di promuovere sul tema una serie di incontri nelle scuole agli studenti che sono stati invitati a partecipare ad un concorso che li vedrà impegnati a realizzare il loro cortometraggio su temi di interesse sociale quali ad esempio la violenza sulle donne o la discriminazione razziale. Il lavoro che verrà ritenuto essere il migliore uscirà oltre i confini della propria dimensione locale per essere pubblicato e promosso direttamente sul sito web del Portale del Consiglio D'Europa.

"Local and regional authorities should take a more active role in preserving human rights", stated Nils Muižnieks, Council of Europe Commissioner for Human Rights, during the 23rd Congress Session. He emphasised the measures that need to be taken, in particular concerning Roma inclusion, migration and human rights budgeting in terms of austerity cuts. He also stressed that "investment in human rights was essential in a good times as well as in bad times".

The Congress adopted, on 16 October 2012, its priorities for the period 2013-2016 based on three major objectives: Raising the quality of local and regional democracy and human rights in Europe; Rising to the new challenges resulting from the economic and financial crisis; Developing co-operation and partnerships. ''These three lines of action will have the common objective of strengthening the capacity of towns, cities and regions, promoting good governance and ethical conduct and combating discrimination and intolerance, and they will help to increase citizens' participation in the democratic process'', explained Lars Molin (Sweden, EPP/CD) co-rapporteur of the Congress. Also addressing the members of the Congress, Karl-Heinz Lambertz (Belgium, SOC), co-rapporteur, emphasised the need to support local and regional authorities in their fight against the effects of the economic and financial crisis.

Rapporteurs Anne-Marie Engelbertha  Koopmanschap, Netherlands (L,SOC)  et  Jon Hermans-Vloedbeld, Netherlands (L, ILDG) addressed the participants of the 23rd Congress Session on the local and regional democracy in the Arab countries. To put local democracy in the Arab countries, it is necessary that these countries "let us to invite them" for the exchange of experience, they concluded.

A report and recommendation on the situation of local and regional democracy in "the former Yugoslav Republic of Macedonia" were debated on 17 October 2012, at the 23rd Congress Session. The report, presented by the joint rapporteurs Simon James, United Kingdom (L, ILDG) and Andree Buchmann, France, (R, SOC), assesses developments in local and regional democracy in the country since the Congress's last recommendation in 2007.

Addressing the participants of the 23rd Congress Session, Gabriella Battaini-Dragoni, Deputy Secretary General of the Council of Europe, highlighted the greatest assets of the Council's operational activities which aim to improve human rights adherence at local and regional level. She stated that "the Council of Europe is the best example of how to live together in a multicultural society". Gabriella Battaini-Dragoni also underlined the value of monitoring missions in the member states, as well as the relevance of the Council of Europe's involvement in neighboring regions.

On 7 May 2012, a delegation from the Congress has concluded its mission to observe the local and provincial part of the elections carried out in Serbia on 6 May 2012. For the first time, three elections – at presidential, parliamentary and grassroots level – were held concurrently throughout the country. "This has led to organisational challenges for the election administration in over 8000 polling stations and to the fact that local elections were largely overshadowed by the national vote," stated Nigel Mermagen (United Kingdom, ILDG), Head of the Congress delegation, at a press conference in Belgrade.

A resolution and recommendation on the situation of local and regional democracy in Azerbaijan were debated on 17 October, at the 23rd Congress Session. The report, presented by the co-rapporteurs Jos Wienen, The Netherlands (L, EPP/CD) and Gudrun Mosler-Törnström, Austria, (R, SOC), assesses the developments in grassroots democracy in Azerbaijan since the Congress's monitoring report of 2003. The Congress welcomed the creation of three national associations of local authorities, but regretted that they do not enjoy an active role in representing municipal interests.

Being reelected as Vice-President of the Congress the Head of the Russian delegation to the Congress, Svetlana Orlova, presents an overview of the results of cooperation of the Russian Federation with the Congress and shares the future priorities such as ecological challenges and consequences of technological catastrophes, migration issues, elections observation and protection of children. "Together we are working on the liberalization of the Russian legislation. The return of direct elections of governors of 14 October 2012 shows that Russian political system became more open and competitive", she states. This year Russian Federation signed the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse.
